A Twenty-Five-Year Journey

Our Journey
What began as a grassroots idea in 2000 has grown into a global solution for economic dignity, personal empowerment, and lasting transformation. Born from the Sheila V. Mission Project — a plan to restore abandoned military bases into self-sustaining communities — MOCfor Global PMA™ evolved into a powerful economic empowerment engine that blends humanitarian aid with business innovation.
From the U.S. Virgin Islands to nationwide online reach, the journey has included nonprofit work, for-profit pivots, massive social engagement, and the founding of a dedicated learning centre. Each chapter reinforced the same truth: people thrive when given tools to "Earn While They Learn."
In 2020, the mission took new form as the Global Pandemic Economic Recovery Systems™ (GPERS): a commercial Universal Basic Income model that helps people stabilize after crisis and build generational wealth through active participation.
Who We Are Today
MOCfor Global PMA™ is a private membership association where entrepreneurs become Service Providers and offer their unique talents, products, and services through a shared marketplace. This marketplace powers GPERS — a separate but companion initiative focused on humanitarian relief and sustained income.
Together, these systems offer a seamless pathway from crisis to stability, from dependence to empowerment. Members are not just surviving — they’re designing new lives.
